Narrative description of Project: The Government of Uzbekistan has received a loan from the Japan International Cooperation Agency (hereinafter referred to as "JICA") to finance the Navoi Thermal Power Plant Modernization Project (Phase 2) which is to construct one unit of more than 600MW combined cycle unit with 200 Gcal/h (CCGT3) in the eastern part of the existing Navoi TPP. The Government of Uzbekistan also intends to use part of the loan proceeds to pay for eligible payments for consulting services on "Project Implementation Management and Construction Supervision" for which this ToR is issued.
The outline of the Project is as follows:
Executing Agency: Joint Stock Company Thermal Power Plants (hereinafter referred as “JSC TPP”)
Implementing Agency (synonymous with “the Client” and/or “the Emoloyer”): JSC Navoi Thermal Power Plant (hereinafter referred as “JSC Navoi TPP”)
Location of the Project: Navoi Thermal Power Plant (JSC “Navoi TPP”) (postal address: Uyrot MFY, Karmana District, Navoi Region, 210612) is located 6 km north-west of Navoi city.
Major output: construction of most modernized combined cycle co-generation plant, low loss transmission line and high voltage (500kV) Switchyard
Expected project completion: Contract Package 1:
(construction of CCGT-3, switchyard, and transmission line): Project Completion is defined as the date of issuance of the Taking-Over Certificate (TOC) by the Client to the Contractor);
(spare parts for 6 years Operations and Maintance (OM) and Technical Advisory (TA) services): December 2032
Description of actual services provided in the assignment: The consulting services shall be provided by consulting firm(s) in compliance with Guidelines for the Employment of Consultants under Japanese ODA Loans, April 2012. The objective of the consulting services is to achieve the efficient and proper preparation and implementation of the Project through the following works:
(a) Act as the Engineer to execute construction supervision and contract administration services in accordance with the power and authority to be delegated by the Employer; (b) Provide assistance to the Employer concerning variations and claims which are to be ordered/issued at the initiative of the Employer. Advise the Employer on resolution of any dispute with the Contractor; (c) Issue instructions, approvals and notices as appropriate; (d) Provide recommendation to the Employer for acceptance of the Contractor’s performance security, advance payment security and required insurances; (e) Provide commencement order to the Contractor; (f) Assess adequacy of all inputs such as materials, labor and equipment provided by the Contractor; (g) Check and approve the Contractor’s method of work, including site organization, program of performance, quality assurance system, method statements, safety plan, and environmental monitoring plan so that the requirements set forth in the applicable laws and regulations, the specifications or other parts of the contract are to be duly respected; and etc.,
Facilitation of implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Action Plan (RAP);
(a) Update EMP and EMoP as appropriate; incorporate necessary technical specifications with design and contract documentation; (b) Assist JSC TPP/ JSC Navoi TPP in preparation of Health, Safety and Environmental (HSE) Plan, and Gas-leakage prevention management plan in accordance with the conditions described in the EIA, Environmental Permit (EPC) and JICA Feasibility Study Report; (c) Assist JSC TPP/ JSC Navoi TPP in dissemination and explanation of additionally confirmed and identified environmental issues to public including holding public consultations; and etc.,
Assistance in the provision of technical support (TS) services for 6 years of operation and maintenance (O&M) from the date of commissioning of CCGT-3;
(a) Perform all necessary technical and administrative services to assist JSC Navoi TPP in contract management with the contractor, including technical support during 6 years of operation and maintenance from the date of commissioning of the CCGT; (b) Provide recommendations and suggestions from the engineering viewpoint; (c) Carry out supervision of comprehensive operation and maintenance services and capacity development of thermal power plants.
Training and technology transfer.
Carrying out training and technology transfer as an important aspect in supervision works. Provide the opportunity to the JSC TPP/ JSC Navoi TPP officers and staffs to be involved in the working team of the Consultant during the contract administration and supervision works for their capacity building wherever possible. If requested by JSC TPP/ JSC Navoi TPP, Briefly demonstrate the survey and design procedure, the construction supervision and contract management process and procedures. Assist JSC TPP/ JSC Navoi TPP and their staff to develop their capacity as a part of on-the-job training under the Project.

Narrative description of Project: The Government of Uzbekistan has received a loan from the Japan International Cooperation Agency (hereinafter referred to as “JICA”) toward the cost of Horticulture Value Chain Promotion Project (hereinafter referred to as “the Project”). The objective of the Projects is to support improving financial access and strengthening horticulture value chain by supplying funds to horticulture crop growers and agro-related companies (End-users) through the accredited Participated Financing Institutions (PFIs), and providing assistance for improving the implementing capacity of the Project implementation unit (PIU) and PFIs and farm-management skills and horticulture value chain techniques of End-users, thereby contributing to the development of the agriculture sector together with employment promotion through strengthening export capacity of horticulture crops.
Description of actual services provided in the assignment: The objective of the consulting services is to ensure the effective implementation of the Two-step loan Projects and also to expand the project beneficiaries not only to the target End-users of the Two-step loan but also to surrounding potential End-users through the following works:
Capacity building to Project implementation Unit (“PIU”) and Participatory Financial Institutions (“PFIs”) for the implementation and management of the Two-step Loan Operation (e.g. smooth implementation of the Two-step loan operation, monitoring and reporting, due diligence of banks and leasing companies as PFIs)
Capacity building to PFIs for credit risk Management (e.g. diagnosis of the current PFIs capacity, improving credit scoring system, improving credit analysis and advisory capacity for small scale farmers/households (herein after referred to as “small farmers”)
Capacity building to PIU and PFIs for Environment and Social Management (e.g. assist to PFIs to comply with Environmental and Social Consideration Guideline, improve Environmental and Social Management System, monitoring and reporting)
Capacity building to PIU and PFIs for women mainstreaming
Capacity building to horticulture crop growers including small farmers (e.g. conducting seminars and workshops, training of trainers, advisory services to End-users, Farmers Field School).
Capacity building to agro-related companies (e.g. conducting seminars and workshops, arrangement of study tours, business matching, introducing new technology)
Capacity building on the monitoring of project indicators to PIU
Coordination and public relations in PIU

Description of actual services provided in the assignment: The services of the consultant are to undertake the necessary conceptual study, design, engineering, project management and execution including supervision of construction, commissioning through the pre-construction stage, construction stage and warranty period of the Combined Cycle Power Plant together with the associated auxiliaries and ancillary equipment to compete the project.

Narrative description of Project: The Open Joint Stock Holding Company BarkiTojik (BT) is the vertically-integrated state owned electric power utility in Tajikistan. BT wishes to strengthen its transmission and distribution systems by rehabilitating and expanding the existing 220/35/6 kV Ravshan SS so that it can continue to provide electricity to western districts of country (Tursunzade City and Shahrinav district) in accordance with modern technical, operational and environmental standards. Therefore, the Project will promote economic development and will contribute to poverty reduction by ensuring sustainable and reliable electricity supply for population, agricultural sector and small-scale industries in the region.
The objectives of the assignment are the successful implementation of the Project through the provision of consulting assistance to BT/PMU for the procurement of Contractor and implementation of design and the supervision of reconstruction of power project In particular supporting BT/PMU in project administration, design and engineering services, contracting, management control, procurement and expediting of equipment, materials control, inspection of equipment prior to delivery, shipment, transportation, control of schedule and quality, pre-commissioning and completion, performance guarantee testing during construction and commissioning of the project and through the defects liability period.
Description of actual services provided in the assignment:
Review of the technical concept, data collection and review of all available data, information and plans
Restoration of missing drawings
Examination of the technical condition of the existing facilities and preparation of an overview of such facilities and structures that are to be retained
Specification of the project measures and preparation of inception report
Preparation of the preliminary planning and the schedule of supplies and services, i. e. submission of a design report (detailed planning report)
Elaborating a concept for the adequate disposal/recycling of insulating oil and other hazardous wastes according to BT’s or international standards
